Default electric fencer

How do I check a electric fencer. A friend brought me two of them and said they didn't work but when I plug them in they both give a loud snap when I cross the terminals with a screw driver.

Wet your finger and short the terminals, make sure some one is taking video.

Depending on the year, I will have several miles of electric fence around wheat pasture. This is the one I use to check my chargers. It gives a digital readout of the voltage, not just a light flashing. I like it because I can not only tell if it is hot, but it tells me *how* hot the fence is.
