Chris, I know you did not do this nor is it an easy fix. But I am amazed how
many builders put plumbing right next to main electrical power panels...

Same.
I will be converting to gas for most of my appliances so the water heater will be moving. It'll only be moving about 3ft but still not right on top of the dang breaker box.
