I don’t think it’s for battery cables. It does not look like it is big enough to get under the cable.

some pretty fine threads for a battery tool. Looks like an adjustment tool made for a very specific application. Probably came with a set of maintenance tools for a specialized machine.
I run across them at work sometimes, nobody knows what their for but it came with such and such machine.

Looks like a tool similar to what a clock, dial, or guage repair person uses to pull small gears or sprockets. ....but then again if it's 6" across...maybe not.
