Default lincoln idealarc 300 tig - high freq start not working

my recently aquired idealarc 300 tig doesnt seem to be doing the high frequency start spark that it should. i had hooked it up temporarily when i first got it, it was sitting on a pallet in the driveway and i ran power to it and hooked it up and the freq start was working normaly, then i moved it into the shop and blew all the dust outa it and when i went to use it the first time today it will only scratch start on dc. i tried flipping the switches around a few times and wiggling the spark intensity knob back and forth, but no different, the spark gap is set to 10 thou as it says on the cover. any ideas?

thanks the pdf file i opened on the comp at work and found a few things to look into as to the cause.
