I've used the POR15 kit on a diesel tank on my xcavator. It worked well. There were several 1/4" holes in it when I got it and someone had put an inch of clay in the bottom to stop the leak. I noted the fuel filters plugged up real quick and that led me to the job. I enlarged the holes and welded shut, and then used the kit to derust and seal.
Basically it is a bottle of lye to degrease, a bottle of Hydrochloric to eat off the rust and a can of sealer.
