Default OXY/ACTLY tanks can they be filled?

I bought 2 of the biggest actyl and 2 of the biggest oxygen bottles from a lady who's LATE husband used to have a welding business. They have a little rust but nothing major. My question is will I be able to get them filled or exchanged for full ones like I do with the ones that i have bought from national welders? The stickers say national welders on the bottles so I know they came from there. Will the fact that they are the commercial size and Im just a regular guy trying to get them filled be a problem? Also I dont have any paperwork saying they are mine will that matter either?

you should at least get a bill of sale so they can transfer them into your name. large or small they aren't going to care who owns them, if they are their tanks they will fill them.

does the bill of sale have to reflect his name(the dead guy) or his wife?

the bill of sale would have to include the previous owners name (AKA "the dead guy") and your name. there may be a transfer fee, i think out LWS charges ten bucks per tank.

I hate to say this but you should be going back to the lady you bought them from and asking for your money back. She sold you something she didn't own. National welders owns them if they were rentals. You should never buy tanks without getting the title to them from the owner.
