It is a scribe for metal.
Hex end is top, lower end is a collet, unscrew, pull out pin to expose sharp point and put back in to use flip back like you have it to store and not poke holes in stuff you don't want to. Scott |

Yes, it's a scriber. I have one just like it. The collets on them are the weak link. They break easily. Instead of turning the point around, I used to carry mine in a plastic cigar tube to keep from stabbing myself.
A lot of times over the years, I've used darts. The plastic feathers soon break off, though. Dave

Golly, I tried screwing it apart by hand but nothing moved. I figured it was one piece. I suppose I will clamp it with soft jaws and turn it with a wrench.
