I think it does say safety equipment on the model tag
so could be possible.

...... A quick google search of the mfr name Safway leads to a US mfr of scaffold and swing stage equipment. I have seen similar hand winches used on rescue tripods for confined space rescue. Rescue/safety application would account for what seems a very high safety factor in the gearing and cable size, and the unusual weight limit of 350 lbs.

I couldn't find the exact model, but it is also possible it might be a hand winch for a budget swing stage

"confined space rescue" = "Bloated carcass removal".

And yes, I had the training and was provided with my own harness.....Why I don't know......
