Someone made it. Sister-in-law found it in an antique shop... thought it was cute. Me, too.

Based on its size I would guess a bobbin for making rope.
It looks like it has been re-purposed into an ashtray.

Do a Google image search for beehive wooden bobbin or beehive wooden spool. There are many variants.

Bingo! Item has multiple, opposing holes, just like those in photo. Thanks!
