Default Picked this up today

Picked this up today. I found a little bit of info about Standard but not enough to really help. So I turn to you guys. I have figured that this company had standard fare stuff and some semi custom stuff as well. That is where this thing falls. It has a slide that is incremented on the rotary wheel. The round part has degree graduations around the edge. And I'm pretty sure the one drill press vise will bolt to the top. I haven't seen a way to lock it, other than the tee slot on the one side. So what do I have? A boat anchor or something that can be used. Thing feels nice and tight. Old man I got it from said his father had it for 30 years and never used it. And could someone fix the first pic? As it's upside down. Didn't orient like that on my computer.

That's what I kinda gathered after looking at an old catalog. They had a number of options for several of their offerings.
