I hope you didn't weld on the so called "rusty ring" The rusty ring is part of the pulley

I'd bet as dumb as he is he welded both races to the pulley and really fucked it all up.

Easy peasy.

The heating and cooling is reversed for an outer race. Heat it hot, let it cool, and then knock it out.
