Could anyone tell me what machine I need to make these beveled holes?

Swagoffroad.com has them in tube and pipe sizes (pipe for using conduit knockout punches).

Before you get out your wallet watch the vid from Make it Kustom in the link.

Bumper material is typically on the heavy side for dimple dies, but it obviously can be done. You may want to consider fine thread bolts for your dimple tool to reduce torque needed.

Alternately, dimple dies are an easy lathe job.

An enerpac (or similar) hollow cylinder makes short work of these.
