Looks like the pipe is there to work as a stop for the lever on the Tapmatic. Most folks extend the arm and let them hit the column on the drill press, for a dedicated tapping setup that pipe's a nice way to do it.

Looking around it looks like Tapmatics are either a tapered bore (usually JT33) or can also be threaded. If it's tapered, you may be able to use wedges like those used for drill chuck removal. If threaded, it's a matter of figuring out how to hold/turn it. Apparently threaded may or may not have wrench flats on the Tapmatic itself.
