Back gears only turn when engaged. Large gear to the right has a pin to disengage from the pulley set.

Put in a 1" rod to test things out and had a growl when engaging the carriage feed. Did a couple adjustments in the left cover side that controls the left/right feed direction and now the gear mesh is right and the growl in gone.
