If you can find a piece of black pipe that fits tight in the fencepost, Maybe cut the post flush and drop in the black pipe an cover it with a new post. If that's not possible, do the black pipe and come a long thing and use hammer on kinks every once in a while to help set post as you pull it.

Pull the post and concrete out and start over. I've never had much luck getting these things back right.

Shoot dog, and then hook chain on post.

Wait for truck to come by again, hold end of chain up for truck driver to hook to back bumper.
Have truck pull the post straight again.

Easy peasy.

If you choose this method, make sure dog is dead. The only thing worse than killing a neighbors dog is wounding it.

No barns. Just dogs roaming the neighbourhood, assorted livestock, broken fences, and vet bills......
