Thanks! I did tack them together. Turned around a mandrel then offset the loops so the ends slid into them. I had a bit of trouble keeping the outside rod from rolling over the top, but a crescent fixed that. The tacks other than the one in the middle usually break because of the different diameters but it's doable.
