Hammer and big chisel to knock off the large pieces of slag, a couple of cleanup passes with a grinder and good to go.

As DGR said, weld a stub to the center of the plate, chuck it up, and then hold the grinder stationary.

There should not be a problem with milling them as they are, yes a little hardened, but no worst then good shafting
