With a CNC bender they should be able to make the base in one operation and one weld.
Or left and right halves with two welds.
Same with the back rest.

Once the CNC is programmed it should not take more than two minutes to form a base.

Just searching the web I came across this site (don't know anything about them), If they don't do any welding It looks as if they could make you a kit and you just send it to a welder.

Lets break it down into Time.

CNC bending, setup, Programming = say 5 hours.

Coping
I see one that can be troublesome (#6 in the drawing), it depends more on what you want and how much weld will be ok to fill in gaps.
5-8 hrs

Setup for welding and welding can be 4-6 hrs.

I Total about 14 - 19 man hours.

Not in the time line...
Be careful prep and painting can be costly.

I'm trying to find a shop in Canada that has one of these. So far I am unable to :P

Heck, I think I could better outfit my home shop with some new tools to make that at home and still make $ for $10,000. I would be talking to Kieth and JBFab and getting their input and or the prototype made.

Try Oxford Machine in Edmonton. There are a few CNC benders in Nisku, but I forgot the names.
Oxford has done bending for me and they can do good work, but the operators view this machine as punishment duty and you may or may not get a good operator.
