Default What is It?

I guess it is a tool of sorts. Although currently seized, the head it seems pivots on the visible pin, the amount I could not say for sure.

I'm sure it's for stretching fence wire. When it's freed up the end with the prongs would bite into the wood and the arm would pinch the wire. The harder you pull the tighter it grips...

This one grabs something. When the lever is folded to the handle the jaws move closer to each other against spring pressure.

There is a small amount of jaw movement when the device/tool is activated, perhaps 3/8”.
