tack or soldily bolt a 6" diameter plate to the hub hole. Transfer punch the bolt holes and then use a compass off those punches to find the center of the hub. Punch that hole and then scribe a circle. Divide for lugs. Us the compass to check the divisions.

you forgot to say how many lugs this has? I am assuming 4 so instead of swinging arcs from the lug centers all you have to do is scribe lines to opposite lugs. intersection is center.
You would have to swing arcs and connect points to find a center of a odd number circle.
