The tube is always full of water because it's at a higher level.

After searching the net I found a fix.
GE has a kit, new drip-pan, new heater pan, more insulation for the tube that exits the pan.
This is their second kit, appears the first one did not work.

When I talked to GE over the phone, they denied any problems, and said that no kit existed.

And too top it off, the pump is used to evaporate the water and sits in the water pan.
Well the whole bottom is rusting like crazy, flakes of rust. I don't know how thick the housing is but it does not look as if it will last much longer.
