Jack, As far as my local codes go, they do not care if you use steel or copper. NY is a funny duck, they allow copper tubing to hook up the controls on heating system but not for air lines.
I have done air lines in several places in copper without any code trouble, we did have to explain to an inspector that copper was allowed by the Feds for airlines, he did some checking and then ok'ed the installation. He said he had not run across it before.
