Default clipper wet saw problems

Hey guys
just bought a clipper brick saw 115/230 volt, the 230 side works fine,
but the 115 side is slugish and the pump receptical is only 50 volts on the
meter! i cannot find a schematic on it, mod #cb-202-sy.
it must be very old, norton clipper dose not have any info on it!
anybody have some advise on where to find the info or how to correct
this problem? Thanks Bill.

Post up a pic of the wiring and maybe a had drawn schematic.

There are some motor experts here.
